This morning at 10:00 a.m., in a ceremony in Toledo City Council Chambers, Fire Chief Luis Santiago will promote two Captains to the rank of Battalion Chief.
Being promoted is Captain Todd Besteda and Captain Doug Haack. Captain Besteda was appointed to the Toledo Fire & Rescue Department on June 28, 1996, Captain Haack was appointed on September 22, 1989.
